The Bucs say they didn't tank their last game, but some of their best players didn't play in the second half. Is there an understanding in the NFL about how hard an eliminated team is supposed to attack the final game of the season?

There is no understanding and there shouldn't be. Coaches and players are professionals and are paid well. Not only to play, but to win.
